Policy S/C/GER: Former Garage Block, East Road

  • Site area of 0.14 hectares.
  • Capacity for approximately 40 homes.

1.  Development proposals must demonstrate how they will meet the following requirements:

     a. Existing vegetation surrounding the site will be protected and retained. Development should include the creation of high-quality vegetated streetscapes along St Matthew's Street, East Street and adjacent to existing built form;

     b. Create a satisfactory relationship with adjacent residential properties in terms of daylight, sunlight and outlook;

     c. Assessment and implementation of necessary mitigation measures in relation to road noise and air pollution from St Matthews Street and East Street;

     d. Design proposals should demonstrate how development will enhance the character and settings of heritage assets; 

     e. Demonstrate a design-led approach that carefully addresses building heights, style and materials to avoid unacceptable adverse impacts on the setting of designated assets, including the Mill Road Conservation Area and the setting of the Grade II listed Church of St Matthew. Development heights should be a maximum of three residential storeys; 

     f. Archaeological investigation and potential mitigation will be required to identify the presence and significance of possible archaeological remains across the site; and

     g. Development proposals fronting East Road to respond to the existing and emerging context.

Supporting information

3.1.33. This site has been put forward by the Cambridge Investment Partnership for housing. It is located to the south of Cambridge Crown Court and the Grafton Centre and is a former garage block, which has recently been demolished.

3.1.34. The site is located within an Air Quality Management Area, and the policy includes necessary measures to ensure there are no adverse impacts on future residents or air quality in this area. The site’s proximity to East Road and St Matthew's Street means that traffic and background noise will need to be designed out through good acoustic design to protect residential amenity. It is also in close proximity to existing rows of terraced homes. Any development will need to create a satisfactory relationship with adjacent properties in terms of daylight, sunlight and outlook.

3.1.35. Given known archaeological assets in this area, archaeological assessments will be required as set out in the policy. The proposed requirement to take a design-led approach will ensure development does not lead to any unacceptable adverse impacts on the historic environment, including nearby heritage assets.
