These webpages are the digital version of the First Proposals Plan which we consulted on from 1 November to 13 December 2021.You can download a PDF of the whole Plan (and associated evidence base documents) in the Document Library.

If you commented on the First Proposals as part of the public consultation, we are very grateful. We have now published the full results received. Representations can be found by clicking the magnifying glass icon 
next to each policy proposal, which can be found at the ‘tell us what you think’ section under each policy proposal.
